Dr. Hour graduated with a Bachelor of Medicine from the University of Health Sciences and decided to pursue ophthalmology which was still a relatively young field of medical subspecialty in Cambodia at the time. He was among the first fully trained ophthalmologists in Cambodia and since 2004, has worked as an ophthalmic consultant at Meng Eye Rutnin Specialists when the institution was still in its infancy.

Dr. Hour also holds a position of general ophthalmic consultant at Preah Ang Duong Hospital. His expertise includes cataract extraction operations, pterygium excision and many other
